知識經濟時代,無論是政府部門或民間企業,無不將「人力資源管理」視為組織提昇組織生產力與競爭力的利器。因而組織如何對之靈活管理運用,乃成為組織改革的首要基礎工程。

  在我國公務人力資源的進用,大多是透過公開考試的方式,而其法制基礎為公務人員任用法。因此,有關公務人員任用法的修正方向就緊密的牽動著人力進用的靈活度。考試院順應時化代潮流的趨勢,本於彈性用人的精神,於九十一年八月十九日提出公務人員任用法部分條文修正草案。然而該修正法案在立法審議過程中,卻延宕多時。本研究的主要目的,就是要探討除政治面的因素外,影響法案審議的原因為何?並透過政策行銷的觀點來加以檢視。以提出可供提案機關在立法審議時可茲參考的觀點。

    In the knowledge based economy era, human resource management is regarded as effecient tool for improving orianisation productivity and competitiveness both in public and private sectors Therefore, the flexible management seems a primary issue for organisation reform.

    Since the recruitment of civil servants in Taiwan is by open and competitive examination based on the civil service recruitment act, this act reflects the degree of flexibility of recruitment for government. In order to improve flexibility of the civil servive recruitment system, Examination Yuan submitted a draf of amendment to this act on 19th Aug. 2002. Unfortunately, this draft is still under processing. The main objectives of this research are trying to explore the root causes which may effect the legislative process through the view of policy marketing and also conclude some suggestion for Examinaton Yuan for accelerating the legislative process.
