請問referred AS or TO?

"China" and "Chinese" are to be defined as, and to be referred to(<---) the Republic of China (Since 1911).

他把 referred to 改成 referred as

"China" and "Chinese" are to be defined as, and to be referred as (<---) the Republic of China (Since 1911).

referred to

還是

referred as

    好吧那我就放"referred to as".

"China" and "Chinese" are to be defined as, and to be referred to as (<---) the Republic of China (Since 1911).

    只是"referred to" as跟"defineded" as意思不是重複嗎?
