To cap or not to cap; that is a question all the members of the Legislative Yuan are asking themselves. They must decide to cap or not to cap the lending rates of credit and cash-advance cards practically all the commercial banking institutions have issued.

It has failed to control the almost cutthroat competition among banks to cut a larger piece of Taiwan's fundamentally small consumer credit pie. But banks are much more to blame. They even issued cards to discreditable borrowers without questions asked. Tens of thousands of students were thus given cards, which they swiped to make purchases of luxuries even their hard-working parents could not afford. When many cardholders could not repay, they were often told to get other cards or new cards from other banks to service the loans.
