Before the wave of rigid state mandate on the curriculum in the 1980s,Reutter could report that ''consultants employed on the state level are increasing in number in most states as state-level educational agencies evolve from essentially a regulatory role to a true leadership role in improving the quality of education within their borders.''

Undoubtedly, this evolution came to a virtual halt in the early 1980s when politically inspired state regulations led to a deadening uniformity in many states. The detailed new regulations provided little if any scope for local districts for originality and curriculum experimentation. However, although the policies stifled local initiative many state official honestly saw themselves as engaging in the unfinished tasks of raising standards and equalizing educational opportunity. Since the advent of the state school systems, far more progress has been made on these tasks by the state as a whole than could have been accomplished under the differing conditions of autonomous school districts. Whatever the motivations of state policymakers during the early 1980s, however, the restrictive requirements were not a stimulation to curriculum improvement.
