The government-proposed bills or the member- proposed bills shall be listed on the bill agenda for report. These titles of the bills shall be read out loud in the Yuan Sitting (First Reading). After the First Reading, these bills shall be immediately referred to appropriate committees for examination, or proceed directly for the Second Reading. The Second Reading is of great importance in that thorough discussion, revision, reexamination, revocation, and withdrawal are all decided upon at this stage. The bills that have completed the Second Reading shall undergo the Third Reading in the following Yuan Sitting第三讀會除發現議案內容有互相牴觸，或與憲法、其他法律相牴觸者外，祇得為文字之修正。 Unless a bill is found self-contradictory, unconstitutional or is in conflict with other laws, only rephrasing can be made in the Third Reading. Only the statutory and budgetary bills are required to go through the entire three-reading procedure in the Legislative Yuan. All other bills require only two readings to finish the legal procedure in the Legislative Yuan.
