Number one: You need to let go of your personal pride. Just say it! You know what is more impressive to your customer? Someone who speaks or someone just sit there and smile? Your will be surprise that most English speaking Italian, German, Switz... appreciate Taiwanese speaking English to them. Do not matter how poor or how bad your pronounciation, they will be amazed that you even know to speak.
Number two: English is your second language. Expectation is low. No one expect you to be perfectly fluent in speaking. I had been in the US for the past 20+ years, but no one expect me to speak fluent English, even though I consider myself as very fluent.
Number three: the more you practice, the better you get. There is no secret behind it. Your tongue is not trained to speak English because you grow up saying either Taiwanese or Chienese.
Number four: Watch more English speaking movie, or tv. Preferably with English subtitle, not Chinese so you can read at the same time listen to English.
As far as 補習班, I am not a big believer in that. Since you had good reading and writing skills already. It is a waste of time and money.
Final tip, get English newspaper, and start reading out loud, this will improve your speaking skills tremendously.
