國際謀求解決全球能源緊繃情勢

  當前的全球社會,正面臨著空前的「能源危機」與化石能源所導致的「溫室災難」兩大難題。在能源危機方面,目前已知的全部石油儲量將在2054年耗盡;至於全球溫室災難情勢,則是溫室效應正逐漸加劇,冰山融化、海面升高和氣候變遷的結果,導致災難頻傳。

  綜觀國際間對此的解決之道,主要在努力逆轉整個能源經濟系統,消極性策略則包括提高能源效率、以潔淨能源與低碳能源來替代,採取碳稅等相關國際性公約來約束溫室氣體排放量;積極性策略方面是轉型能源經濟體、發展新能源以替代舊能源,從源頭著手,杜絕溫室氣體排放的來源。

台灣能源走向略為保守

  這場全球性的能源革命,勢必將影響到國家、企業的地位及能源的供需版圖。但在台灣方面,近5年來仍略嫌保守,根據去年1至10月間的統計顯示,供給面依賴進口能源97.85%仍居高不下,其中石油50.46%、煤炭33.00%、核能7.78%、天然氣7.32%、水力1.44%,需求面以工業部門57.67%為最,其次為運輸部門占14.72%、住宅部門占11.85%,新能源項目仍未見統計數據。另根據國際能源署(IEA)的估算,2000年臺灣CO2排放約為全球排放量的0.94%,為全球第21大排放國。

  當先進國家企圖在2020年將風能、太陽能、氫能、生質能和燃料電池等再生能源配比提高至30%時,臺灣僅提出3%的消極性目標,如此僅能減少1%的溫室氣體排放,對於因應京都議定書的國家溫室氣體減量管制目標助益甚小。

  就能源政策面來觀察,政府已在1998年的「全國能源會議」中對能源政策有重大宣示,包括積極參與全球對抗氣候變遷行動,以及大幅提高汽電共生、再生能源及其他淨潔能源容量;但直到2002年,行政院才進一步核定「再生能源發展方案」。另在2002年所提出的「挑戰2008國家重點發展計畫」中,僅見推動再生能源立法、研發、推廣以及陽光電城、風力農場、地熱公園、綠色產業等零星項目,未見前瞻性的配套措施與策略規劃。

  從整體產業政策來看,鋼鐵、石化、水泥、造紙等高耗能產業,約消耗全國1/3的能源,但產出卻只有國內生產毛額的5%左右,還要付出可觀的環境成本。未來可借取過去資訊產業的發展經驗,加強推動低耗能、高潔淨、高價值產業的發展,營造具永續性的產業結構。而電業也有必要走向自由開放,為新能源、供電分散化等發展建立公平合理的自由競爭市場。

因應氫世紀的來臨 再生能源將有新局面

  著重創新的智慧能源將突破困局,高潔淨氫能與高效率燃料電池技術所整合的「氫能燃料電池」,現已被公認為21世紀新能源,未來將廣泛地應用在交通、發電、通訊產業等市場,由世界各大能源與汽車製造業爭相投入的情況可窺一二。另一個具前瞻性與永續性的是氫能、風能、光能等再生能源所整合的「智慧能源複合式系統」,正可突破再生能源不穩定供應的限制。四面環海的台灣,風能、地熱、太陽能等再生能源豐富,面對氫世紀的來臨,台灣有絕佳的發展條件,自不能自外於這股趨勢。

With this situation in mind, Taiwan should accelerate its efforts to shrug off the relationship between economy growth and the emission of CO2 to prepare for the structural shock after the levy of the Carbon tax. Besides, Taiwan should also plan its energy strategy to make its energy sources to be diversed, dispersed, self-produced, and miniaturized.

    Nations cooperate to solve global energy stretch

    The global village is facing two never-seen-before crises: the energy crisis and the greenhouse disaster caused by fossil fuels. Talking about the energy crisis, so far we know that we will run out the oil reserve in 2054. Thinking about the greenhouse disaster, the global warming is increasingly severe; and the melting of ice bergs, the rising of sea level, and the change of climate led to frequent disasters.

    Looking the way everyone deals with these issues into perspective, we obtained the conclusion that we are striving to reverse the whole energy economy system. The passive resorts are to improve the energy efficiency, to replace the old ones with clean and low-carbon energies, to use international protocols such as the Carbon tax to restrain the emission of the greenhouse gas. The active ways are to transform into energy economies, to develop new energies to replace the old ones, to fundamentally eliminate the source of the emission of the greenhouse gas.
