[The Rising New Energy] Vision – The Development of New Energy will speed up as the laws being more and more adequate
The energy crisis, and the greenhouse disaster caused by fossil fuels are the two major problems our world is encountering now. To deal with these issues, nations with perspective are already taking measures such as transforming themselves into energy economies, developing new energies, so as to eliminate the emission of the greenhouse gas. With this situation in mind, Taiwan should accelerate its efforts to shrug off the relationship between economy growth and the emission of CO2 to prepare for the structural shock after the levy of the Carbon tax. Besides, Taiwan should also plan its energy strategy to make its energy sources to be diversed, dispersed, self-produced, and miniaturized.
Nations cooperate to solve global energy stretch
The global village is facing two never-seen-before crises: the energy crisis and the greenhouse disaster caused by fossil fuels. Talking about the energy crisis, so far we know that we will run out the oil reserve in 2054. Thinking about the greenhouse disaster, the global warming is increasingly severe; and the melting of ice bergs, the rising of sea level, and the change of climate led to frequent disasters.
Looking the way everyone deals with these issues into perspective, we obtained the conclusion that we are striving to reverse the whole energy economy system. The passive resorts are to improve the energy efficiency, to replace the old ones with clean and low-carbon energies, to use international protocols such as the Carbon tax to restrain the emission of the greenhouse gas. The active ways are to transform into energy economies, to develop new energies to replace the old ones, to fundamentally eliminate the source of the emission of the greenhouse gas.

Taiwan’s energy strategy is too conservative
This global energy revolution is deemed to affect the energy situation and status of countries and enterprises. But Taiwan is still somewhat too conservative during the recent five years.

The statistics of the last year’s January to October shows that 97.85% of energies needed in Taiwan were imported from other countries; for this figure, petroleum took 50.46%, coal was 33.00%, nuclear was 7.78%, natural gas was 7.32%, while water was 1.44%.

On the other hand, industry consumed 57.67%, which was the most significant part of the consumption; transportation was 14.72% as the runner-up, family expense was 11.85%, while the new energies didn’t appear in that statistics.

In addition, according to the estimate of IEA, Taiwan was responsible for 0.94% of the CO2 emission in 2000, this led Taiwan to be the 21st CO2 emission country.

While developed countries are making efforts to rise the percentage of renewable energies such as wind power, solar energy, hydrogen power, biomass energy and fuel cell to 30% in 2020,

Taiwan only makes a meager 3% expectation, which can only reduce 1% of the emission of greenhouse gas, and barely helps to achieve the reduction of greenhouse gas as aimed in the Tokyo Protocol.

Speaks of the policy, Taiwanese government had already declared to commit itself to the global cooperation to fight against the climate changing, and significantly raise the capacity of hybrid, renewable and other clean energies in the National Energy Meeting, 1998.

But the government didn’t ratify The Regulation of Renewable Energies until 2002. Besides, in the Challenge 2008 – Nation Priority Advancement Project, there are only individual items such as the legislation, development, and promotion of renewable energies,

solar energy cities, wind power farms, terrestrial heat parks, and green industries existed; other foresighted supplementary measures and strategy plans were lacked. In the view of the policy about industries, those of high energy consumptions such as ironworks,

petrochemical industry, cement industry, papermaking consumes about 1/3 of the energy in our nation, induces heavy environmental costs, while contribute to just some 5% of GDP. We can use the experience of information technology industry to invigorate the development of low energy consumption,

high value and clean industries in the future so as to build up a sustainable industry structure. The power industry should also be opened up to private capitals in order to establish a reasonable and fair free-competition market for the new energies and dispersed power supply.

Renewable energies will have new prospects as the arrival of the Hydro-century The intelligent energies that emphasize the innovation will stand out in the future. Integrated the technology of clean hydrogen energy and high efficiency fuel cell, the “hydro-energy fuel cell”

is now be generally acknowledged as the new energy for the 21st century, and will be widely used in the transportation, the electricity generation, and the communication industry. This phenomenon is apparent, because major energy and car industries are racing each other to research in this field.

Another new energy that features both vision and sustainability is the “intelligent combined energy system” that integrated hydrogen energy, wind power, and solar energy, and can break out the limitation of the unstable supply of the renewable energies.

Taiwan is surrounded by the seas, and riches in wind power, terrestrial heat, and solar energy; thus we have an excellent potential in the Hydro-century, and we can’t neglect this trend.
