Crowd Management


In any crowd situation a risk to public safety is inherent and cannot be totally eliminated. While no facility can anticipate all the situations which might lead to disorder, cooperation between the facility management staff and promoters, agents, performers, admissions control staff, security, police fire and government officials will do a great deal to minimize risks.

Crowd management requires always being prepared for the worst. The worst happened at Cincinnati's Riverfront Coliseum on December 3, 1979. Thousands of patrons were awaiting admission to a concert to be played by the "Who," a very popular rock group. General admission with festival seating had been established for the event. The anxious crowd (which was held outside the building until just before the concert was to begin) mistook the sounds of musicians warming-up as the opening of the concert and rushed the door. Eleven people died and eleven more were injured. The situation was not riotous or out of control and the deaths were senseless. But this, more than any other occurrence in recent memory, graphically shows the need for advance planning, precautions and sensitivity to people who buy tickets for events. Regardless of the size of the crowd, proper management is essential to minimizing and hopefully preventing unsafe situations. The tragedy promoted a careful study by the City of Cincinnati. Recommendations presented in The Report of the Task Force on Crowd Control and Safety are given below.
