THE NATIONAL LEVEL
The central government has a stronger role in Sweden than in most Western countries. Important decisions are taken by central government, which is responsible for all government decisions. The powers of the ministries are restricted, and only routine matters are decided upon by individual ministers. These decisions are later formally confirmed by central government. The principle of collective responsibility is reflected in all forms of government work. There are at present 22 ministers in the central government.
The ministries are small units of usually no more than 100 persons headed by a minister appointed by the Prime Minister. They prepare central government bills for presentation to Parliament on budget appropriations and laws. They also issue laws, directives, regulations and general rules for the government agencies. The ministries have an outspoken role and responsibility for the implementation of central government decisions. Each minister also political advisers, who function as the minister’s political colleagues. They are political appointees, which means that they leave their posts when there is a change of government.
