    You are correct, those words can have that meaning.

    For example:

    A celebration is taking place in Taipei.

    A celebration is occurring in Taipei.

    A celebration is happening in Taipei.

    A celebration is coming about in Taipei.

    A celebration is being held in Taipei.

    Any other ways of saying this? You may also say

    A celebration is going on in Taipei.

    That means pretty much the same as the others.
