It's probably originated from movies on NASA space missions, but don't quote me on this.
For example, "13, Houston. Jim, we just had a bottoming out on your biomeds."
"13" identifies the addressee, and "Houston" identifies addresser. The rest is the message to Jim on Apollo 13.
In this question, earth identifies addresser (very much in the same way Houston is used), and Rachel is the addressee. You can think of it as "from Earth to Rachel." It's just a way to get Rachel's attention to start a conversation.
