what is "cracking the whip" ----
Here is how the online dictionary Meriamwebster explains the phrase:
— crack the whip
: to adopt or apply an authoritative, tyrannical, or threatening approach or policy (as in demanding harder work from employees) 揮鞭威嚇 (像是使員工勤奮工作等等的)
You must have seen movies before (particularly old films with tyrants, like Exodus) in which big, big guys wielded whips in a menacing manner to get hard-working labourers to work even harder.
Or you should be familiar with circus scenes where a lion tamer would use a whip to prod his lion to do stunt acts. The whip is used to drive fear in the lion so that it would not dare to ignore orders.
This is basically the meaning of the phrase. The verb "crack" is to denote the scary sounds sepcific to a whip being wielded.
I wonder what the context is like in your friend's email. But I don't think your friend uses this phrase for such meaning. Most likely, he just tries to be humorous. Again, his real intention with this phrase can only be judged within the whole context of the email.
