seem是動詞，當主詞為He, She, It等時字尾需要變化(即加s)如樓上幾位舉的例子。
但如果有助動詞存在時，動詞必須用原型（也就是不用加s），樓上那位寫的例子中：He doesn't seem to like the idea. 之所以seem不加s是因為使用助動詞does的關係。參考資料： 自己

Basically, "seems" is applied after the 3rd subject (第三人稱主詞); it is clear and no doubt about.
One point I would rise up for discussion is about the suitability of using (seem to V); I don't think (He seems to V...) is a good way in conversation.
Only (S seem(s) that...) or (S seem(s) to Objective that...) is the common way to use this verb.
It seems that she is tired, or
