central 的基礎涵義是「中央/間的」。常常事物的「中間」就是「核心」，「核心」常常是「重要」或「主要」部位，所以 central 有時也有 important 或 main 的意思。這點中外皆然。

part的基礎涵義是「部分」，「成員」、「角色」、「區域」等等都是從基礎涵義出發的引申意。依樓主提供的句子來看，這裡的 part 只是取基礎涵義而已。

我們先想像每種人都是由某些成分 (part) 組成的成品好了。構成歷史學家的成分裡有一種很重要 (central) 的成分是「提出並回答這/那樣的問題」，而這樣的成分一般的歷史迷並沒有。亦即「身為歷史學家必須擁有能提出並回答這/那樣的問題的能力，不然就只能被視為一般的歷史迷而已」。
