薪資的高低決定了組織所能獲得人力的質與量,同時新資支出占公司成本中相當的比重,對產品在市場上的競爭力有決定性的影響。薪資分為計件制與計時制,不管工作量,目前流行的趨勢是計時制,或計件與計時的混合制。組織薪資給付的基礎可歸納為保健基礎、職務基礎、績效基礎、技能基礎等四種主要的基礎。薪資政策用以指導薪資結構的設計與薪資實務,其內容包含了作為薪資的市場領導者或追隨者、年資與績效孰重、薪資級距與調整的幅度、薪資的公開與保密等。近年來薪資的一些重要議題,例如有比較價值的問題、以技能基礎的給付、生活費用的問題、有風險的薪資給付等,都對薪資管理的理論與實務產生一些重要的影響。薪酬之訂定有五個步驟:進行薪酬調查、工作評價、訂定薪資等級,利用工資曲線和調整工資率。工作評價的目的為決定工作的相對價值,通常是根據工作內容的不同來比較不同的工作。制定薪資時會優先考量績效、創造力而非工作環境之類的因素。市場薪酬率、績效、激勵獎金、福利會較工作評價更重要。補助性的給付福利是對未工作時間付給薪酬,包括失業保險、支薪休假和國定假日、退休金和補助性的失業福利。保險福利則是另一種員工福利大部分雇主也提供團體人壽保險,及住院、意外、傷殘保險。退休福利則分為社會安全和退休金計畫。社會安全計畫不只包括退休福利,還包括傷亡及傷殘福利。退休金計畫則分為團體、遞延利潤共享和存款計畫
