Many constructors are well on the way toward upgrading their HR function and making it a strategic business partner with general management. However, in many cases, the HR function continues to be a staff function that is underutilized, a record-keeping function that focuses on maintenance and administration, and a function whose potential contribution to overall productivity is not recognized. That situation will change as more constructors become aware of the value of an effective HR function staffed with competent HR professionals.
