North and South Koreans agreed that changing world conditions, particularly the unification of Germany, have made the time ripe for easing tensions here.
President Roh Tao Woo’s summit with the Soviet president, Mikhail Gorbachev, in San Francisco last month also appears to have played a key role, giving South Korea more confidence and leaving North Korea worried that it may be losing important allies.
South Korean officials claimed credit for the breakthrough after conceding on the north’s demand that military issues top the agenda.
The south had previously demanded that the prime ministers focus on economic and humanitarian topics as confidence-building measures between the two nations.
North Korea has long called for the withdrawal of 43,000 US troops and their nuclear weapons from the South.
With military issues at the top of the agenda, some analysts have said North South could sabotage the prime ministerial meeting by pressing for demands unacceptable to the South.
