If you're using public computers, then I guess you're out of luck, unless you have the permission to install programs on the computers. Without installing a whole Chinese operating system, you can still install what they call "Language Packs". The reason is right now their English operating system does not have any Chinese loaded on them, so once you install the language pack then you will be able to read different languages that you install.
HOWEVER, like I said, if it's a public computer, then most likely you won't be able to do anything. Even if you can, to properly install the language pack you should need the original operating system installation disc, which I doubt you have.
Are you running Chinese programs and simply going to websites? Because if you're simply browsing the web then it should ask you (sometimes, maybe...) to install the language pack of the language that the website is using. I've been to England,
and i could see Chinese charactors on browser.
The O.S is winXP.
Click right button on browser,
and it appear a menu,
choose 'Code'<-- buttom count No.5
Then you could be seeing Chinese charactors.

I suggest you can install Chinese Operation System version on your computer and any English version software installed can run well.
