There is no requirement for Canadian citizens to register their marriages in Canada or at the Canadian Trade Office in Taipei. It's my understanding that all Canadian provinces and territories have their own laws concerning marriage and that they all recognize marriages performed outside their jurisdiction, provided that the marriage was in compliance with the laws of the place in which it was performed and the marriage is not incompatible with or does not contravene Canadian laws.
Canadian law neither requires nor provides for the issuance of Certificates of non-impediment to marriage. Therefore, the Canadian Trade Office in Taipei is not in a position to issue such certificates. This statement, however, is given in the event that it may be of relevance should the authorities of Taiwan be prepared to consider a waiver of the production of the requested Certificate.
