You are correct. 'marginal cost' 是邊際成本的意思. I doubt that the writer really understand the meaning when he used this word.
The rest of the text conveys a different message .. 他們把原料成本加上自己估算合理的工資,然後把標價定為工料成本的1.5倍到5倍 All this has nothing to do with marginal cost. He must not understand the concept of marginal cost.
