Rhetoric and Hyperbole come to mind. But somehow, there is a subtle difference:
Hyperbole is more negative while rhetoric, sometimes, can be used in a positive way for effective use of human languages.
As for verbal conversation, “hot-air” is also commonly used.
Examples:
He is full of hot air.
Rhetoric is one of the highly praised strengths of Mr. Obama.
Only rhetoric is not enough to fix the problems (of United States).
That TV commercial is nothing but hyperboles.
