Priority Service Window - for women with infant, elderly, and handicaps.
I am not sure why men with infant are excluded, but they just need to suck it up this time.

Master Kevin, sure thing but:
1. public signs should not be too long - otherwise, a few will fall asleep reading it;
2. child carrying - may include "pregnant" woman that is to be excluded
3. adding "mentally challenged"? Sure - that will make me qualified.

Anyway, I think most people knows what it is when seeing the sign. Having too many qualifications is just too verbose. But if they were tax rules, then I would write them as you did indeed.

Priority Service Window - for people needing extra attentions.
But who knows if this will work in humen?
