這不是一句完整的句子。只是舉例說明 denial 可以這樣用。
你可以加幾個字,讓它成為完整句字,更清楚:
The government issued an official denial that there would be an election before the end of the year.
政府發佈一項正式否認,說年底之前不會舉辦選舉。

肯定否定要看事件是什麼。用「肯定」、「否定」來理解 denial,可能會越弄越昏。你看這四句:
1. There is a denial that this is what is actually going on.
2. There is no denial that this is what is actually going on.
3. There was a denial that he had made those comments.

denial 原意是「對某事件、聲明、傳聞等等的否認,或表示不承認」。那你就先判斷句子中講的是哪個事件。有 denial 就表示那事件不受承認、或被否認;而 no denial 、 not a denial 就表示那事件或說法是被接受的。 所以上面的四句是:
