Start 'em, or sit 'em is related to players, likely to be the basketball players.
To start them mean to let them play on the court. To sit them means to call them back from the court and ask them to take a rest.
Also, since every team has its own so-called "starter", it means the very first group of the team that play first in a game. The rest will sit on the bench and wait for their turn (or wait for the coach to call up on them) to play on the court. These so-called "starter" players are usually the best performers for the team. Therefore, "Start 'Em" means to start these players, "Sit 'Em" means to let them sit on the bench.
In a word, Start 'Em and Sit "Em can mean one of the above situation.
