    The problem is "waste". This word is a multifunction word, it can be used as a "verb", a "noun", and an "adjective". Here, of course, it is used as "noun". I will ONLY concentrate on "waste" used as a noun.

    When "waste" used as a noun, its meaning can be different depends up whether it is countable or uncountable. Here it is used as "singular/uncountable". It means it is uncountable, but ONLY used as singular, to use as singular. It means 浪費, 濫用 in Chinese. In English, it mean:
