    1.

There are THREE key points in this question: (1) pair of, (2)shorts (3) are.

(1)pair of: when you use "a pair of shoes" the subject is "pair", so the verb

needs to singular, for example: A pair of shorts is NT350.

(2)shorts: it is always in plural to mean 短褲

(3)are: it is a plural form of "be verb".

Therefore, with the above said, we need to choose (A), because the subject is "shorts" and is in plural form. For (B), you need to change "are" to "is". For (C), you need to change "pair" to "pairs". For (D), you cannot use "A" in front of shorts, because it is in plural form.

    2.

You should choose (A), the reason is what the above has said, the subject is "pair".

    3.

Among these choices, (D) is a better choice, because it is better to use "have fun" instead of "is (or are) fun".

    4.

when you use "will" the verb follows need to be in its root form, so you only have (B) and (C) as possible choices. However, the question also use "there", (C) becomes the right choice, because "there is (are)" or "there will be" means "has (have)" or "will have".

Like Prisoner said, "a pair of shorts is..." or "a pair of shorts are" are both heard in English conversation. However, in taking the test, you cannot do that. I feel sad for you guys who are in school and need to take English test.

Anyway, learn the right thing, but be aware that this kind of English question is too manipulating.

I would use "is" for "a pair of shoes" but I have heard of both...
