    They are ALL correct. The difference is the LOCATION of time where the event happens on the time line.

    By the way, since month is a noun, it is better to have an article placed in front of "month". In this case, you should choose "the", not "a", because you are NOT talking about any month, but a specific month. However, if you are using those above phrases you have asked for every month, then you might want to use "a" instead.

    by the end of the month:

    here "by" means "close to the end of the month". It represents the time very close to the end of the month, but not INSIDE the end of the month.

    in the end of the month:

    here "in" means "within the end of the month". It represents the time that is INSIDE the end of the month.

    at the end of the month:

    here 'at" means at a very short duration of time that is close to the end of the month.

    For example: if the end of the month is January 31.

    then

    (1)"by the end of the month" represents the time before 1/31, it can be 1/30,

    or 1/29.

    (2)"in the end of the month" represents the time within the day of 1/31.

    (3)"at the end of the month" represents the time right at but before 1/31,

    it can be just a couple of hours before 1/31.
