Jim's sister who is traveling in Europe sent him a postcard.

Jim's sister, who is traveling in Europe, sent him a postcard.

Nowadays, adults always give red envelopes to their relatives and children, which becomes a culture in the east.

Nowadays, adults always give red envelops to their relatives and children. It has became a culture in the east.

Nowadays, adults always give red envelops to their relatives and children, which has became a culture in the east.

It means you need to write your sentence as:

Nowadays, adults always give red envelops, which becomes a culture in the east, to their relatives and children.

If you want to translate as you have said above, you should NOT use "which" in your sentence:

Nowadays, adults always give red envelops to their relatives and children. It has became a culture in the east,

The difference between your sentence and mine is yours MIGHT cause confusing to reader, also it is illogical. After all,補述, from its meaning, means to give additional description. If so, why you separate them so far apart.

    "which" only represents "red envelops".

Master Louis!, your explanation is based upon poster's way of writing the sentence. I don't disagree with you. However, this kind of sentence can be written in many different way, each way can have different grammatical application.

For example: the poster's way of writing treats "... red envelops to relatives and children" as THE event. As for me, I treat "red envelops" as the MAIN event, "to relatives and children" is just of the main events.

In both cases, "which" represents different things.
