It is Spanish, and is used at the end of a letter writing.
Un saludo (or just Saludos)
Raul
translates as:
Best wishes (regards)
Raul
To be more elaborated, it would be rewritten as :
Un saludo afectuoso (or Un saludo cordial)
Raul
It means:
Sincerely Yours
Raul
Remark:
"salud" means "health". In Spanish, they use "salud" for "乾杯", it means "to your health"

You might puzzle with why "saludo" and "salud" have so much difference in meaning. In fact, they both mean about the same in Spanish, but when it got translated, it becomes different, due to the language variation.
