1. It depends.
In general, entering the U.S. legally before approval does not affect your chance for the approval of immigrant visa. However, being in line for immigration may affect your ability in getting a non-immigrant visa (like travel visa) to the U.S.
In some cases, while people fail to mention in the non-immigrant visa application that they have immigration intend, the U.S. can in fact use this to ban people from immigration (by defrauding the U.S. Government).
Also, your immigrant visa category matter. For instance, if you are under any IR, usually the Consulate will need you to show compelling reasons why you can't wait.
