Although Dan Rather used to describe the 2000 presidential race which was indeed very competitive, I don't think it was used to describe the hotness of the race. I think it was used to suggest the "unknowness" that could change anytime when a precinct reported a new number.

The contention was indeed nerve-breaking that even a 6 year old watched it very closely. Imagine how the world may differ if Gore were the president between 2001 and 2009?
