"turn over" also has the meaning of "移交給" !!!

In fact, "turn over" have many other uses, such as, when you have rental properties, tenants move in and out for the same unit is called "turn over rate".

Master Geoffrey! your Chinese translation "交付" is better in this sentence. My "移交給" is better for when there is personnel change, the old one turn over the duty to the new one.

"呈交", in my opinion, is used when you hand over something to someone who has higher rank than you do. "submit" has similar situation in English, but not as strong. Therefore, if you don't mind about the implied meaning behind the word, then I think it is OK.參考資料： self
