Hold a current valid Canadian passport. If you are not a holder of a Canadian passport, you require a Canadian Permanent Resident Card and any individual Visas necessary to enable you to perform the duties of a Pilot wherever WestJet operates on a scheduled and charter basis. These locations are subject to change from time to time, but currently include the countries of Canada, United States of America ("U.S."), Bahamas, Cuba, Mexico, Panama, Dominican Republic, Jamaica, Netherlands Antilles and Honduras.

You misunderstand the whole concept.
Citizenship is not a requirement if you want a FAA license.
But if you want to work in a country, regardless U.S. or Canada, then you need proper work authorization from that country, or sponsorship from the employer.
