yes, "in which" does mean "where", but it doesn't need to follow after "a place" or "a location". "where" can also mean:
in (under) the case, or
in (under) the scenario (在這個情況),
Your question, "in where" means what the above two mention.
You can use "the", when you have have the one and only one video and know the suspected thief is the ACTUAL one. However, in most cases, you don't know whether the video is REALLY for the REAL suspect, so it is safer to leave out "the".
