______ land and money enabled construction of the Union Pacific railroad to begin from Council Bluffs, Iowa , in 1865.

    (A) By the government granting of (X)

==> By the government's granting of

    (B) Government grants of (O)

There is no need for "the", because of grants.

    (C) For the government to grant (X)

==> would create TWO main verbs in the sentence

    (D) Government grants so that (X)

==> doesn't fit for the overall sentence structure, and make the

entire sentence without the main verb

To use (D), you need to change the sentence to:

Government granted land and money, so that it enabled ...

The distinguishing feature of a fluid, in contrast to a solid, is the ease _____ .

    (A) that a deformed fluid (X)

==> that a fluid is to be deformed

    (B) to deform a fluid (acceptable but not the best)

    ==> for deforming a fluid

(or "is to deform a fluid with ease")

    (C) when a fluid that is deformed (X)

==> that a fluid is to be deformed

    (D) with which a fluid may be deformed (O)

This particular question really has nothing to do with grammar, but just how to express the sentence with logic. Take (B) as an example, "to deform a fluid", there is nothing wrong with it, but it is just NOT as good as (D) as far as expression is concerned. In a word, this kind of question is to choose which one has the best in expression, not the most correct in grammar.

By the way "deform" involve force, it needs some procedure to DEFORM a fluid. You move a cup of water from one container to the other is NOT "deformation", it is transformation (transform from one shape to the other).

This is why, for (C), I correct it as "a fluid is to be deformed" (using passive voice). Even though "is deformed" also implied "passive voice", but what it described is "AFTERWARD" (means is deformation is done).
