so you mean anytime when I want to name something funtional, as long as it's not DOING the work DIRECTLY, I should not use "ing" even though it is totally dedicated for the work and people always do the work with it?

In my opinion, it shall be
center calibration rod
not center-calibrating rod.
Because "center-calibrating rod" gives a meaning that this rod is DOING the calibration.
"center calibration rod" means a rod for calibration.

Yes, you are right !!! Using "V-ing" will always carry the ACTION sense of that verb. Even though V-ing is equivalent to noun.參考資料： self
