是there was or there were呢?

這句應該是用there was 還是there were呢?                                                                 
There was or were heavy snow falls, and as a result, all the trains were delayed.

Snow不是單數嗎?那麼應該是要用was 還是were呢? 感謝

snow 是單數，因為它是物質名詞，不可數。

但是當我們寫成 snow fall 或是 snowfall，這時已經不是 snow 的問題，不是「雪」，而是「下雪」。 下雪是可以有次數的。

There were heavy snow falls, and as a result, all the trains were delayed.

既然 snow falls 已經加了複數，當然動詞要用 were！

snow falls 或 snowfalls 稱為「複合名詞」，前面的 snow 已經帶有形容詞性，不影響單複數的判斷，複數形加在 falls。

The answer to your question has been provided when you add "s" at the end of fall- it means that there were numerous snowfalls had happened that caused the local train stations to issue delay notifications of new trains' schedules.  

A suggestion, please use snowfalls instead of snow falls.

使用上視同單數, 唯不用 a/an
需數量化時, 在前面加 much, any, a little, some, a lot of, # of

有一場雪. 有一點雪. 有很多雪. 有十公分的雪
