Not really! This kind of use is so-called "passive voice". What you have said is called "passive tense". "given" is a past participle (過去分詞), it forms so-called participle phrase "分詞片語" and is used as an adjective to describe "people".
passive tense (被動時式) : BE-verb + P.P. (past participle)
passive voice (被動語態): P.P. to lead a participle phrase, or be used alone.
Hence, there is NO need to add "be-verb" and it still can have the passive voice !!參考資料： self
