In my opinion, you don't need to use verb to tell whether a noun needs an article. For example:

"Committee" needs "the", because it is a specific one. "Chairman" can be any chairman in the past or in the future. Unless people want to specify x-th chairman, then you use "the x-th chairman".

You can have many neighbors, and many of them are "kind-hearted". Hence, Joan is just ONE of the kind-hearted neighbors, not THE only one.
