When you learn English, you shall NOT learn its Chinese meaning only. After all, English is quite different from Chinese. Hence, you really need to know its function in the sentence as well.

In Chinese, we say "寫書", "書寫", "寫", "書". All four mean very differently. So is with English.

Yes, as far as Chinese meaning is concerned, "maintain" and "maintenance" are the same, but "maintain" is a verb and it carries "action", but "maintenance" doesn't. Therefore, you cannot just understand it in its Chinese meaning.

You can say:
My car needs to keep up with maintenance.
but you cannot say:
My car needs to keep up with maintain.
the correct way would be:
My car needs to be maintained regularly.
