Mostly understandable. It doesn't sound like 臺式英文 but it does sound like it was written by a non-English speaking person, or somebody whose first language isn't English. Some grammatical errors.

Need to check the factual data. If you are referring to the 911 terrorist attack on World Trade Center, almost 3,000 perished on that day (2996 to be exact), but not tens of thousands.
