President Ma Ying-jeou is maintaining that he will not withdraw the
trade-in-services pact with China from the Legislature.
Speaking during a meeting of the K-M-T's Central Standing Committee
yesterday, Ma said while his administration is not "uncompromising" - the
China accord is a key issue he will not "yield on."
Ma is also being quoted as saying he plans to work with Legislative Speaker
Wang Jin-ping to resolve the stalemate over the pact.

In my translation, "is maintaining", I translate it as "保持...的態度". In the original statement, there is NO "的態度" in the sentence. I add it into the translation, because I don't know it is his attitude, decision, or what. After all, it just said "is maintaining".

I don't know, maintaining "he will not withdraw the trade-in-services pact with China" is his attitude or decision.

"while" you can understand it as "whereas" (然而), for example:
One person wants out, while the other wants the relationship to continue.

"While" has many different functions. It is not easy to tell you how to use it properly. The only way to learn is to read more English written articles and gradually get used its functions.
