Facilities for people with disabilities are still insufficient.

Someone who is disabled has an illness, injury, or condition that tends to restrict the way they they can live their life, especially by making it difficult for them to move about.

Something that is difficult is not easy to do, understand, or deal with. Someone who is difficult behaves in an unreasonable and unhelpful way.

If you are in difficulty or in difficulties, you are having a lot of problems.

Preposition is used due to the context of the sentence, not because of one particular word. Any preposition can be used with the two words you have, if the situation calls for, for example:

I have no difficulty in finding him.

To some students, math is difficult for them.

Why is school being difficult with handicap students?

It is difficult for me to understand the question.

Using "difficult" in sentence can be confusing sometimes.

You shall NOT try to find out those prepositions can be used with difficult or disability. Instead you shall read more English written articles, books, … and so on to get yourself familiar with English context, then you will be able to use prepositions properly.
