為什麼不能選這個呢?

您好,

因為有逗點隔開, 所以我們可以把它分成兩句看;

因為逗點隔開, 所以前後要一致.

後面我們可以看到 so he "will not be" able.... 屬於未來簡單式,

所以前面使用未來簡單式即可.
