英翻中 UN’s subordinate bodies
How do you translate UN’s subordinate bodies into Chinese?
Some examples of such “subordinate bodies” are IMO (International Maritime Organization), WHO (World Health Organization), United Nations Atomic Energy Commission…etc.
I understand that in English, the word “subordinate” means “下屬”. However, in practice, those organizations virtually function quite independently.
Today, someone told me that he has heard people calling these organizations “聯合國周邊組織” instead of “聯合國下屬機構”.
What do think? Which translation is idiomatically correct?

Even though they are subordinate, it doesn't mean they are NOT independent. For example, in a mortgage situation. the second mortgage is subordinate, but the companies that offer the first and second can be two independent banks.
