The U.S.
The reason is very simple - Japan is a country of strong nationalism. Immigrating to Japan basically means you have to adapt Japanese way of living (including speaking in Japanese).
This will not happen in the U.S.
The only disadvantage of immigrating to the U.S. is the distance. For those people who want to maintain tiers with Taiwan, Japan is easier due to distance.
