The new education policy privileged the urban schoolchildren. 請問一下,為什麼這句是用過去式而非現在式?

    當使用「過去簡單式」時,action verb是發生在過去的行為(通常在本句或前文之中會給一個過去的時間點或時間),state verb是過去的狀況(但不一定給時間點),可是現在已經改變,不再是那樣了。previlege是action verb是發生在過去的行為。

    如主要動詞用「現在簡單式」則表示所述永遠為真,是屬於timeless present的行為或狀況。

    The privileged class=adj-=granted=the urban schoolchildren.

    Verb in this pattern are followed by the case of a reflexive verb,privileged(=right or advantage available only to urban schoolchildren).
