It's ???? what is the meaning??

{It's when the North Korean leader sets out his aims for the coming year, and this year it reaped almost instant results with the start of the first face-to-face talks with Seoul in almost two years.}

The above sentence I found on CNN NEWS.

But I cant understand the "It's" mean at the beginning of this sentence.

If the sentence without "It's" and become "When the North Korean leader sets out his aims for the coming year, and this year it reaped almost instant results with the start of the first face-to-face talks with Seoul in almost two years.", I would understand easily.

Anyone can tell me the meaning of the "It's" at the beginning of this sentence??

    The pronoun "it" simply refers to the "annual New Year's Day address" in the previous sentence of the CNN news.

    "The annual New Year's Day address" is the occasion for the North Korean leader (Kim Jong Un) to present his aims for the coming year. (take note of the present tense used for customary events)
