When two actions happened in the past at the same time, the past continuous tense is used for the longer action:-
eg:-When I was driving along Queen's Road (longer time period declared) it was raining short.
For unfinished, lasting actions, the past perfect continuous is used together with adverbials beginning with "for" or "since":-
