There are several reasons, including but not limited to the following:
1. Geographical difference
The majority of European and North American cities are below the elevation that can trigger altitude sickness.
Tourism is limited in European and North American cities with high elevation. However, this is not the case for China, such as Tibet.
(Note - Tibet is a popular tourist city. Yet, it has an elevation high enough to trigger altitude sickness. Tibet is also one of the route to Mount Everest.)
By comparison, more people spend time in highly elevated cities in China than those in Europe and/or North America.
4. Rescue ability
It is easier to seek help in Europe and North America than China.
